Ole Clyde,
A "quill wheel" is an attachment (improvement) to a spinning wheel.

" It replaces the bobbin and flyer, snaps right into the maidens. The drive
cord powers it and the treadle is (of course) still attached to the wheel.
So rather than having to spin the wheel with the right hand, you can still
use the treadle to power it ."
