Subject: [VAFREDER] Winchester & PP taxes

When did Wincs become an independent city? I ask because I was reading some
Frederick co personal property tax lists today (Thanks, Jim Bartlett!) and
noted the absence of a number of names that SHOULD have been there in the
early 1780s; but, when I started looking at the possibility that the city
itself was missing, I stumbled over Thomas, Lord Fairfax and another family
(who lived across 50 from where the A&P was in the 1980s, for those who
live in-county) who were in-town.

So, I'm confused and working on figuring it out. Clues or tips appreciated!
