Genealogylibrary.com has VA census index an pictures on-line. I searched
this last night and remember seeing both Hancocks and Moores. This is a paid
site, but you receive free membership if you are a registered owner of
Family Tree Maker.

I've found that the best way to search is to put in the location
(Manchester) and leave the name fields blank. This method retrieves all
Manchester residents for that particular census. By reviewing all the names,
you can see variations in spellings, name reversals, transcription errors,
etc. which would prevent retrieval when using a name search. Note that for
1850 and prior years, you may want to use the location of Upper District.
