The reason for a list of "implied" marriages, is that the minister's returns
are no longer extant in Fairfax county. Do not send money and expect copies
of marriage records, pre 1853, from Fairfax county. There aren't any!
The introduction to the book (available from Willow Bend books, or the
publisher, Iberian Co.) will tell you what sources were used to conclude, or
imply that a marriage took place. The alpha numeric code following the names
refer to those documents. The Sutherland case, they are a will (probably a
father naming his married daughter) and a chancery court case.
