I know absolutely nothing at all about the Tavenner papers -- but I do
know a little about "onionskin."
"Onionskin" signifies a particularly thin paper which was used
mainly as a sheet for carbon copies. This came in two types that I am
aware of, one was rather crinkly in appearance and surface the other was
smooth. Both were thin enough that with a sheet of regulation typing
paper and 3 to 5 pieces of carbon paper plus the appropriate number of
sheets of "onionskin" it was possible to get a clean, clear (if not
sharp) image from keys striking the surface of the "original". Hope this
is clear! Anyway, it should've been possible to get "onionskin" and use
it for handwritten pages in 1979 -- and probably it is still possible to
obtain that type of paper!
