I don't know the line of Otto either but here's the puzzle:

1920 Van Buren Co., Arkansas census
Otto A. Via 30 Farmer Arkansas Single

1910 Van Buren Co., Arkansas census
Alice R. Via 40 Head Arkansas Widow
Andy O. Via 21 Son Arkansas

1900 Van Buren Co., Arkansas census
Chas Raymond 33 Head Illinois
Rosana Raymond June 1868? Wife Arkansas
Andy O. Via Feb 1889 Stepson Arkansas

So it looks like Andy (Otto's) father was deceased before 1900.
Rosana must be Alice R.

In the 1910 and 1920 census records it indicates Otto's
mother was born in Arkansas and his father in the US.
I thought that was strange for both to say US instead
of naming a state.
