Hi Kathy,
I looked in the 1851 census CD for some clues, as Thomas and Sarah would
certainly be alive then, and the CD covers Warwick, Norfolk, and Devon.
There are over 1000 RICHES listed, so to get the exact one may be lucky, and
more sleuthing will be necessary.
In West Rudham, there are two families of RICHES listed, both headed by a
Thomas, and both with children Thomas, both children would certainly have
been old enough to have children of their own in 1864. Here are the
details:

Be aware that there are RICHES in East Rudham too !
There were 7 unmarried Sarah STEBBINGS on the CD, all in Norfolk, but none
in West Rudham, but that is probably of little relevance. It seems that
STEBBINGS may be a Norfolk name. The marriage would certainly be worth
looking for - try the IGI (I checked the VRI and found nothing useful)
As the CD is only $5 from the LDS, it would probably be worth your while to
buy it, and use it as a springboard for checking all the possible
combinations for the most likely. Also look at the later census info for
your family, they may have taken their parents in, as they got older.
The fact that one of the Thomas'es parents was a tailor, may be relevant,
but this is not certain.
