Dear Candy,

A charwoman is a cleaning lady, doing the basic grubby work in a home or
an institution.

This would not be a living-in job so the Poplar Rd address would be
where she did her cleaning. A charwoman might well work at more than one
place and if she worked in offices or public buildings might well work
at night or in the early morning which made it ,then and now, a useful
job for a woman with dependents.
