Subject: Palmer amendment

My great grandfather was a Thomas Palmer born on 10th June 1852.
His father is John Palmer and Margaret Jones formerly Prosser is his mother. He was registered on 1st July 1852. Birth Certificate No 462

On the birth certificate is an amendment which reads:- In No 462 Col 7 for "father" substitute "Occupier" corrected on the 20th of October 1852 by me John Price Registrar in the presence of N Lanwarne Sup Reg. x The mark of John Palmer. Underneath it looks like Thos Stantor.

It is apparent that John Palmer and Margaret Jones were not married. Am I right to think that Prosser is her maiden name. What instances would John be added to the birth certificate at this later date. Would he have to have a witness as well hence the Thom Stantor. John and Margaret were on the 1851 together but as yet not found a marriage for them.

Could anyone explain the reasons for this amendment please
