No, Phoenix's book is not online (yet!). A beginning of a transcription may
be found at the following web address:
<http://www.whitneygen.org/archives/extracts/phoenix/index.html>;
This project is about triple the size of the Pierce transcription project,
and there is little enthusiasm for this work, so the entire book may or may
not ever appear online.

I can help you with an index, as the index to all three volumes appears at
the end of volume 3.
