I have an old copy of Congressional Quarterly's "Guide to U.S. Elections"
which lists all candidates for U.S. offices before 1976 who garnered at
least 5% of the vote. The only Whitney to do so in a U.S. Senate race was
Wheelock in 1964. (He lost to Eugene McCarthy.) So "Senator Whitney" must
have been a state senator.

Incidentally, only ten Whitneys had run for House seats, and two for
governorships, before 1976.
