He must be the John Williams of Washington Co. GA. Unfortunately, that
is a burned county, but some records do exist, including some marriage
and original land grants, both of which have been published. Check also,
Georgia Bounty Land grants which would give you and idea of which
Williams were there in the early 1800s.
Also, check the 1805 1820, 1821, 1827, 1835, etc Land Lotteries.
