A call to the newspaper or sheriff department would tell you how and if it
were even legal... I understand some states have rules against rewards ...
afraid of vigilantes...

I live in Kansas City, Missouri....

We need someone that can be there (close by) and can set up a paypal account.
They are easy, and anyone that has ever done Ebay is familar with them.

Anyone out there?
