Jeanne,

I'm afraid "born c. 1809 in Wales" is too vague for anyone to make
suggestions for you to progress in your research. Perhaps you can come up
with some clues in PA or in IA (newspapers, obits, etc.) to point the way to
which county he originated from in Wales, if not the particular parish
(preferable to know both). Edward WILLIAMS is very common and the "T." as a
middle initial was probably added after he emigrated, as so many Welsh
people did.
