Further to my previous reply, I checked the 1851 Census for Montgomeryshire
and found no persons at all with the surname ISRAEL. I realize it's a bit
later than your family legend but it does illustrate the complete absence of
the name in one county in Wales, anyway.

Taking a look even later at the 1881 Census for all of Wales and
Monmouthshire, there are a total of 94 persons with the surname ISRAEL.
Only a few of the oldest persons were born in Carmarthenshire, specifically
the parish of Llangathen, while the majority was born in Glamorganshire
(oldest born in the parish of Pentyrch), with a few born in Monmouthshire.

This might give you some clue as to possible parish & county of origin to
look into for your ISRAEL line if, indeed, they came from Wales, originally.

As I said, the name Buckner is puzzling and I wonder if the emigration may
have taken place a generation earlier, with the father surnamed (or
forenamed) Israel perhaps taking a Scots wife in the U.S. (Virginia?
Maryland?) and eventually naming a son Buckner.
