I am not referring just to certified copies of registration. I am referring
to individuals who know a relative was born within a county but do not know the
specific date, or individuals trying to discover the parents of an ancestor,
etc. This type of work requires examination of the actual records. It is often
labor intensive searching within a county's vital records office.
My interpretation of this law comes from a high level employee of the State
Archives who had been keeping an eye on this bill from the time it was
proposed. He believed it was bogged down in committee. However, HB 4330 was rushed
through three committees and passed in the final countdown of the legislature on
Saturday. If Governor Wise signs this legislation, then I for one will
immediately hit 'brick walls' on several fronts in my research.
I believe some changes in access of vital records are needed. But HB4330 as
it is written, will hinder genealogy. Individuals can read this bill and make
their own decisions.
