The Putnam Co. courthouse in located in Winfield, WV. They would have
records for birth, death, and marriage's. You need to contact them, or ask
for help from local researchers. I was born in Putnam Co., but now live in
Louisiana.
I checked the 1850 census for the county and Jesse was not listed, also not
listed in marriage records from 1848-1874.
