"restore to the file order." Isn't
file order in a pension file the same as date order?

Alas, all too often with jacketed files such as this, "file order" is
whatever order the last person who used it stuffed the papers back in.

"Making sense" of a file often requires us to reassemble things that have
been arbitrarily or thoughtlessly separated, particularly when a pension
file is a "composite" of several smaller files -- as in when the veteran
made multiple applications under different acts, when a widow's file is
jacketed with that of her husband, or a dependent child's file is jacketed
with that of the veteran-father or veteran-stepfather.
