One thing is that while we do not "know" if different haplogroups
have intrinsically different mutation rates for one or more markers,
we do have quite a bit of data that says that alleles with more
repeats ... say an 18 versus a 12 for 464 (be it a or d), or a
33 versus a 27 for 449 ... have a faster mutation rate, overall.
And since different haplogroups have different "typical" allele
counts, a haplogroup with a lower typical count for a given
marker will be expected to have, on average, a lower rate than
a haplogroup with a higher typical count.
