The issue can be confusing or it can't. I don't see this as an issue which can be legislated across the project lines. What I do see is an area in which the name County Coordinator certainly comes into play. I don't think there is a consistent relationship across the states between state Archives and Tombstone, state Archives and CC's, and state Tombstone and CC's. The relationships, if any, are those established through coordination by the CC. As Cyndie indicated, there is a bylaw which has the CC's linking to the Archives. I doubt that everybody does that. Just like the use of logos. As an AB, we could encourage. Certainly the SC's could encourage even more. Just another reason why I think we should have a standing committee whose sole function is to help CC's.
Would also like to mention that even though I see a rise in the use of site searches through USGenWeb we could still use more. Additionally, the site searches have the ability to include in the search, another web site. Few are using that. For example, if Archives in my CC States make a change, eventually any changes they make will be reflected on my CC site through the use of my site search. I don't know about all search engines but I do know that in Freefind, I can set up a search of the Archives within my state search. It helps with the problems stated.

As the Special Projects Rep., I'll try to clarify on what Paul is asking as
it appears there is confusion regarding the relationship between the
Archives, Tombstone Project and County Sites.
The Tombstone Project Guidelines clearly state in multiple places that files
donated through the Tombstone Project are uploaded to the USGenWeb Archives.
The files may be linked to from both the Tombstone Project and the Archives,
but there is only one cemetery listing uploaded. Unlike the Archives, the
Tombstone Project may link to files that are not within the Archives (ie.
Listings on county pages or even non-USGenWeb sites).
The Archives have very specific guidelines on the location and directory
structure of where the files are uploaded. On occasion, some files may be
moved to meet those guidelines if they were previously not in compliance,
but in general the files do not move. I am unaware of any server
maintenance resulting in files disappearing and Rootsweb has backups if that
should happen.
Contributors are not required to submit files to both projects (Tombstone
and Archives) as they are only uploaded to the Archives.
Paul's message repeatedly refers to CC's and I'm not sure if he means
USGenWeb County Project CC's or members of the Tombstone or Archives
Projects. In the Archives Project, they are called File Managers and the
Tombstone Project has state level volunteers called State Managers.
Assuming that Paul is referring to USGenWeb County Project CC's, there is no
requirement that the counties link direct to listings uploaded to the
Archives. The only requirement is that the County page has a general link
to the Archives as specified in the By-laws. There is also no requirement
that Tombstone Project State Managers or Archive File Managers notify
USGenWeb Project County Coordinators when new files are uploaded to the
Archives. There is a Daily Uploads Mailing List where folks can see what is
uploaded if they are interested:

If a contributor donates to both a USGenWeb County and to the Tombstone
Project/Archives, those are two separate donations and may result in one
listing in the Archives and one on the USGenWeb County site. I cannot speak
for CCs that may move or delete files uploaded to the USGenWeb County site
as that would be an issue local to that project and unrelated to the
Tombstone Project/Archives. The Tombstone Project should review their links
regularly if they are linking to files outside the Archives to be sure that
they work as with any site.

In spite of your asinine reply, I will try to clarify my question to my
fellow board members.
The USGenWeb Project has a Tombstone Project and an Archives Project. The
Archives Project includes contributed Cemetery Files. Both Project files
are accessible by county and housed separately on RootsWeb.
File contributors generally select the particular project linked on the
provided USGenWeb, XXGenWeb, or County GenWeb page to submit their files.
They think that the contributed files will remain with the project and will
be on the applicable county page.
Problems occur on several levels. The applicable state page may or may not
link to the project where the files are housed. The cc may change and
remove the link(s) to the contributed file. The Tombstone Project File
Manager and the Archives File Manager may or may not share the contributed
files. Server maintenance may accidentally remove files. Etc.
Regardless, the contributor expects that his/her files will always be
accessible to visitors to the applicable state and county where they were
submitted. And, the submitter should not be required to submit the files to
both projects.
And, what about the submitter who donates a file to either of the projects
and a new cc or sc decides not to link to either?
Finally, this is not conjecture. I have had to deal with this issue for
several years and it arose again yesterday. I have been in contact with
both file managers and now both projects have the same file and both
projects are linked on the county page.
My question remains. Has this situation been addressed previously and what
was the decision?
